Dolph, a prominent member of the community of Branch, served on the community Council of Branch for many years after retirement from the RCMP. He was responsible for bringing many improvements to his community, including wharf improvements for the fisherman, the building of a community centre and clinic, and a swimming pool for the young people of Branch. Dolph joined the Royal Newfoundland Constabulary in May, 1938. As an RNC officer he was posted in several communities, including St. John's, Harbour Grace, and Placentia.
Dolph left the RNC in 1950 to join the RCMP. He served in the RCMP
