Dolph, a prominent member of the community of Branch, served on the community Council of Branch for many years after retirement from the RCMP. He was responsible for bringing many improvements to his community, including wharf improvements for the fisherman, the building of a community centre and clinic, and a swimming pool for the young people of Branch.

Dolph joined the Royal Newfoundland Constabulary in May, 1938. As an RNC officer he was posted in several communities, including St. John's, Harbour Grace, and Placentia.

Dolph left the RNC in 1950 to join the RCMP. He served in the RCMP
until November, 1963, when he retired with the rank of sergeant. While serving with the RNC, Dolph was a part of the West End Police Crew. They rowed in the Royal St. John's Regatta for several years with outstanding results. In 1939, this crew posted a time of 9:46:80 to win its fifth consecutive champion race - the fastest time on
Quidi Vidi Lake in 43 years. Because of their outstanding Regatta work, the West End Police Crew, of which Dolph was a member, were inducted into the Royal St. John's Regatta Hall of Fame in July, 1998.

Dolph died at his home in Branch on August 4, 1999.
